How overseas businesses can set up finance operations in the UK

A UK operation needs finance routines that connect local suppliers, employees and customers with the wider organisation. Setting up those routines early can improve control, reporting and communication as the business grows.

Start with the operating model

First define what the UK operation is responsible for and what remains with the overseas headquarters. This may include purchasing, supplier management, invoice processing, expenses, payroll coordination, sales invoicing, cash reporting and communication with external advisers.

Writing down these responsibilities helps prevent duplicated work and makes it easier to identify where approvals must remain with authorised directors or finance leaders.

Establish the supplier and invoice workflow

Create one clear route for supplier invoices and finance queries. The process should explain where invoices are sent, what information is required, who checks them, who approves them and how exceptions are escalated.

Set rules for purchase orders, supplier onboarding, credit notes, duplicate invoices and changes to bank details. These controls are particularly important when local activity is reported to a finance team in another country.

Set approval and payment controls

Agree approval limits and document who can authorise different types or values of expenditure. Consider separate responsibilities for supplier creation, invoice approval, payment preparation and payment release.

Banking access and payment authority should be limited to the people who need it. Your accountant or professional adviser can help confirm the controls and statutory requirements appropriate to your organisation.

Choose the right finance systems

Some businesses begin with an existing group system, while others use a UK accounting platform that can share information with head office. The important question is not just which software is selected, but how data enters the system and how each transaction is reviewed.

Common systems used in finance operations include Xero, Microsoft Dynamics 365 Business Central, SAP and Oracle. Before changing systems, document the current process and identify the reporting and control requirements.

Connect with accountants and advisers

Set clear hand-offs with your UK accountant, tax adviser, payroll provider and overseas finance team. Define which information they need, how often it is provided and who answers questions about transactions or supporting documents.

This guide is general information, not tax or legal advice. UK VAT, payroll, corporation tax, statutory accounts and other regulated matters should be confirmed with appropriately qualified advisers.

Build useful reporting

At a minimum, management reporting should show cash requirements, unpaid supplier invoices, invoices awaiting approval, overdue customer balances where relevant and material exceptions. International teams may also need reporting by entity, currency, cost centre or business unit.

A practical first 90 days

  1. Days 1–30: document responsibilities, systems, suppliers, approval limits and finance contacts.
  2. Days 31–60: standardise invoice intake, supplier records, approval workflows and reporting.
  3. Days 61–90: review exceptions, reconcile open items, measure workload and prioritise automation.

The exact sequence depends on the business, but a staged approach helps avoid trying to redesign every finance process at once.

Common setup mistakes

When external support can help

External finance operations support can help when a business is entering the UK, building its first local team, managing a backlog or connecting a UK operation with an overseas head office. The right scope may be a short setup project, a defined pilot or recurring back-office support.
